Simple designs always tend to stand the test of time, and what's the best way to visually say that your villain is the exact opposite of your hero? Put him in the exact inverse costume. Sure a grown man covered in bright yellow head to toe spandex might seem goofy, but the various characters who have held the mantle of "Reverse Flash" make up for it with their twisted, and sometimes tragic stories. What better way to illustrate that parallel than with the complete reverse of The Flash piece I did in this style.
